Papers, 1935-1978.

These papers document McFarland's work on certain New Deal legislation (1934-1937), as well as his work for the American Bar Association on the Administrative Procedure Act, and his term as chairman of the Civil Service Commission's Hearing Examiner Board in the 1940's. Later projects in administrative law are documented, along with his law teaching at the University of Virginia.

Born in Seattle, Washington in 1904. Received his B.A., M.A. and LL.B. from the University of Montana and S.J.D. from Harvard University. Practiced law in Montana and then joined the Department of Justice where he became assistant attorney general in the Lands Division. Returned to practice of law and drafted Administrative Procedure Act. Served as president of the University of Montana, 1951-1959. Taught law at the University of Virginia, 1959-1975. Died in 1979.
